When I filled out the forms to cash them, the Treasury said I couldn't have the money and instead gave it (almost $15,000!) to my father and his brothers and sisters. Whatever happened to possession is 9/10's of the law?

My mother has terminal lung cancer and is too ill to take care of this, so I told her I would do it for her. She has a lot of series EE savings bonds. Some of the bonds are in her name along with my younger sister who died three years ago. I really don't know that much about bonds and what to do with them.

I am recently divorced and we agreed to divide our EE bonds equally. This is included in the divorce decree also. My name and SSN are on the bonds and my wife is listed as co-owner. How do we divide the bonds to ensure that the person cashing the bonds is responsible for the tax liability since my SSN is on all the bonds? And should I have my half reissued to remove my ex-wife's name?
